The Marion County Board of Developmental Disabilities (MCBDD) proudly announces that its Early Intervention (EI) program received a “no findings” determination from the Ohio Department of Children and Youth (DCY), demonstrating full compliance with all state and federal requirements.
As part of its Annual Performance Report (APR) review, DCY analyzed State Fiscal Year 2026 data on Timely Receipt of Services (TRS)—a critical federal measure that ensures infants and toddlers with developmental delays receive services promptly after being added to an Individualized Family Service Plan (IFSP). The review included service records for new EI services scheduled between October 1, 2025, and December 31, 2025.

Following a thorough evaluation of service timelines and any reported delays, DCY confirmed that Marion County achieved a 100% compliance rate with TRS requirements.
“This outcome reflects our unwavering commitment to the children and families we serve,” said Angie Farson, Director of Program and Compliance. “Delivering timely, high-quality Early Intervention services is essential for fostering strong developmental outcomes, and we are incredibly proud of our team’s dedication to meeting that standard every day.”
DCY also commended Marion County for its performance, noting that the program ensures infants and toddlers receive services without unnecessary delays—an essential factor in supporting early childhood development.
Jackie Orians and Robert Cuevas’ son, Luca, is a recent graduate of the MCBDD Early Intervention program. Jackie had this to say about their experience, “I am incredibly thankful for the Early Intervention program. The support we received taught me how to give Luca essential guidance to become the best version of himself.”
The MCBDD Early Intervention program serves eligible children from birth to age three, partnering closely with families to promote growth, learning, and development during the most critical years of life.
Since assuming full responsibility for the Early Intervention program in July 2024—transitioning from a shared-service model with another local agency—MCBDD has significantly expanded its reach. The program has experienced a 75% increase in the number of children served, reflecting both growing community need and improved access to services.
Notably, approximately 90% of children served through Early Intervention do not require ongoing services through the developmental disabilities system, highlighting the effectiveness of early supports and the strong return on investment for the community.
