Marion County Board of Developmental Disabilities (MCBDD) takes the following measures to ensure accessibility of the MCBDD Website:

Conformance status

The Web Content Accessibility Guidelines (WCAG) defines requirements for designers and developers to improve accessibility for people with disabilities. It defines three levels of conformance: Level A, Level AA, and Level AAA. MCBDD Website is partially conformant with WCAG 2.2 level A and AA. Partially conformant means that some parts of the content do not fully conform to the accessibility standard.

We are actively working to ensure an accessible and usable experience for everyone across all MCBDD digital content. Limitations and alternatives

Despite our best efforts to ensure accessibility of the MCBDD Website, there may be some limitations. Below is a description of known limitations and potential solutions. Please contact us if you observe an issue not listed below.

Known limitations for the MCBDD Website:

  1. Keyboard navigation: Due to an older theme version within the WordPress platform, some interactions with the keyboard may not be fully accessible. This includes missing/poorly structured skip to main content buttons, interacting with the primary navigation menus and dropdowns, visible focus indicators for tracking current locations, and interacting with links, buttons, and other controls. Because the current theme being used within the WordPress platform does not reliably support keyboard accessibility, we are actively planning a website refresh, which will update or change the theme. This will ensure a better, more reliable, and accessible keyboard experience. If you run into any barrier while using a keyboard to navigate and interact with any part of our website, please use the contact methods above to request the information in an alternate format or assistance with outcomes you were attempting. We will happily provide an alternative or assistance.
  2. Screen Reader Status Messages and Alerts: When interacting with certain parts of the content, there may be missing or inaccurate status messages for users who are using screen readers. This is specific to accordions, dropdown menus, news and image sliders, forms, and other controls. Because the current theme being used within the WordPress platform does not reliably support screen reader alerts and status messages on all content types and components, we are actively planning a website refresh, which will update or change the theme. This will ensure a better, more reliable, and accessible screen reader experience. If you run into any barrier while using a screen reader to navigate and interact with any part of our website, please use the contact methods above to request the information in an alternate format or assistance with outcomes you were attempting.   3. Link Labels. Within certain pages of the website, including news articles and staff profiles specifically, some link labels may not be as descriptive as we would like or may not be visually styled outside of color alone. Many of these links we are unable to edit and update due to outdated templates that can no longer be modified or updated. Because of these challenges, we are actively planning a website refresh, which will introduce new themes, templates, and more descriptive link labels with a more reliable visual style. 

Assessment approach

Marion County Board of Developmental Disabilities (MCBDD) assessed the accessibility of the MCBDD Website by the following approaches:

  • External evaluation
  • The primary pages and the template for news posts were evaluated by an external party that consisted entirely of native assistive technology users. The evaluation was conducted against the WCAG 2.2 A and AA standards. Assistive technology like the NVDA screen reader, browser-based magnification, input methods such as mice, keyboard, and touch, and assisted tools like the Heading Map, Text Spacing Editor, Color Contrast Checker, and Disability simulators were used to identify barriers and design strategies for implementing improvements. Not every identified issue was able to be resolved, and those items have been carefully documented and made a priority within an upcoming redesign of the entire website.
