Ohio’s Blue Envelope Program is a free, voluntary program that helps passengers or drivers with developmental disabilities communicate more easily with law enforcement and first responders during traffic stops or emergencies. Find out how you can participate.
Launched in Ohio in 2025, the program gives individuals a simple way to share important information that helps emergency personnel understand their needs during emergencies.
Program Background
The program was originally created by the Connecticut Police Chiefs Association in 2020 and was later introduced in Ohio through the efforts of the Ohio Developmental Disabilities Council, Southern Ohio Council of Governments and the Southern Ohio Advocacy Group.
The Marion County Board of Developmental Disabilities is proud to offer the program to Marion County residents thanks to your support using local funding.
How Does the Program Work?
Ohio’s Blue Envelope Program uses a communication tool to help drivers with developmental disabilities interact with police, firefighters, EMS, and other emergency responders. This program is especially helpful for individuals with Autism, anxiety, or other conditions that might require accommodations or awareness during a law enforcement interaction.
What’s Included in a Blue Envelope Packet?
Each free packet contains:
