Cheryl Plaster was named as Superintendent of the Marion County Board of Developmental Disabilities in October 2011 and has been with the agency since 1993. Before her latest promotion, Cheryl was the Director of Administrative Services for 7 years and oversaw transportation, food services, central records, and contract administration.
During her tenure at MCBDD, Cheryl has also been a job coach, program manager, case manager, investigative agent, and business manager. She was also the Marion County Special Olympics coordinator and coach for 10 years. Cheryl has a bachelor’s degree in arts in education from Bluffton College and a master’s degree in business administration from Tiffin University.
Ryan Ballinger was named Director of Adult Services in October 2014. He has oversight responsibilities for adult services programs, including production and habilitation. He also serves as the liaison between the Marion County Board of Developmental Disabilities and Marca Industries, Inc.
Ryan joined MCBDD in December 2012 as a Service and Support Administrator. He was promoted to Director of Industrial Services in September 2013. He is a Marine Corps veteran and worked a variety of jobs before joining MCBDD, including three years as a school teacher. Ryan has a bachelor’s degree in health administration and a master’s degree in adult education, both from the University of Phoenix.
Deborah Combs is the Director of Community Services, a post she has held since July 2015. In this position, Deb is involved in all aspects of the executive staff team. She works with the Employment First initiative, Transition to Employment programs, and the Opportunities for Ohioans with Disabilities agencies in Marion and surrounding counties, in order to coordinate community employment services for youth and adults. She also oversees Community Connections and Social/Recreation Services, including Special Olympics.
Deb has been with the Marion County Board of Developmental Disabilities for nearly three decades. She began in 1986 as a program manager and was promoted to Manager of Adult Services in 1992. She was named Director of Adult Services in 1999 and Director of Employment Services in October 2014. Deb has a bachelor’s degree in education and therapeutic recreation from The Ohio State University.
Julie Cummins is the Director of Service and Support Administration, a position she has held since October 2014. Julie provides oversight for the SSA department, ensures delivery of quality services, and advocates for individuals with developmental disabilities. She oversees the MUI contact process, central referral and eligibility determination, as well as Medicaid compliance. She is also responsible for ensuring appropriate housing for residential services.
Julie joined the Marion County Board of Developmental Disabilities in 1999 in the habilitation department. She worked as an SSA from 2001 to 2003, when she left to pursue her bachelor’s degree. She returned to the SSA department in 2008, where she worked until she was named Director of Administrative Services in 2011. Julie has a bachelor’s degree in business administration from Mount Vernon Nazarene University.
Eric Davis became the Manager of Industrial Services in December 2014. Eric oversees all production activities for the adult services workshop, including contract procurement and maintenance of existing customers. He is also responsible for identifying potential community employment opportunities.
Prior to joining the Marion County Board of Developmental Disabilities, Eric was the operations coordinator at Tolin Mechanical Systems and a lead teller at Wells Fargo Bank. He went to high school in Lexington, Ohio, and graduated from Tiffin University with a bachelor’s degree in business administration.
Deidre Dillon has been the Manager of Habilitation Services for the Marion County Board of Developmental Disabilities since 2011. Her responsibilities include oversight of sensory activities, connecting with the community, senior activities and Studio Montage. She also oversees state training for Project STIR and classes for individuals such as independent living, nutrition, cooking, and budgeting.
Prior to joining MCBDD, Deidre spent seven years as a case worker and Help Me Grow coordinator for Richland County Children Services. She was an SSA and Habilitation Coordinator at Richland County DD from 2005 to 2011. Deidre has a bachelor’s degree in psychology from The Ohio State University.
Judy Enders became the Director of Administrative Services in October 2014. Her responsibilities in that role include acting as the liaison to the Board members, as well as oversight of central records, food services, transportation, and Title XX funding. She also serves as the Marion County Board of Developmental Disabilities’ HIPAA and Ethics officer.
Prior to joining MCBDD, Judy was the Business Manager for the Crawford County Board of Developmental Disabilities for 10 years. Judy earned an associate degree in business management from North Central State College and a bachelor’s degree in business from Mount Vernon Nazarene College.
Kevin Foglesong was named Manager of Community Services in July 2015. He acts as coordinator for Marion County Special Olympics and manages the community connections department. Prior to being promoted to his present position, Kevin was the Social and Recreation Specialist, a post he had held since 2013.
Prior to joining the Marion County Board of Developmental Disabilities, Kevin was a financial analyst at the United Launch Alliance, a joint venture between Lockheed Martin and Boeing. He also graduated from the company’s leadership program for high-potential employees. Kevin attended Duquesne University, where he was captain of the soccer team and earned a bachelor’s degree in sports marketing.
Lori Mutchler has been the Director of Operations at the Marion County Board of Developmental Disabilities since October 2010. She is the organization’s chief financial officer with oversight of the budget, business office functions, information technology, and the physical facility.
Prior to joining MCBDD, Lori was an auditor for the Ohio Department of Taxation. She also served as the Crawford County wellness coordinator and the assistant treasurer at Colonel Crawford Local Schools. Lori has an associate degree from The Ohio State University and a bachelor’s degree in business administration from Franklin University. She also holds an Ohio School Treasurer’s license.
Wes Pinney is the Manager of Service and Support Administration, a position he has held since February 2015. In this role, Wes’ responsibilities include ensuring quality services are delivered to people with developmental disabilities, reviewing Individual Service Plans and providing day-to-day assistance to the SSAs. He also works closely with the Investigative Agent on issues related to the health and safety of people with developmental disabilities.
Wes joined the Marion County Board of Developmental Disabilities in 2010 as an SSA. He earned a bachelor’s degree in criminology from The Ohio State University.
Marni Stiles was named Manager of Program Services in February 2015. Marni serves as liaison for individuals who reside in intermediate care facilities or nursing homes. She oversees plans for services in adult programs, supervises the nursing staff, and coordinates the pool of substitute adult services staff.
Marni joined the Marion County Board of Developmental Disabilities in 1995. She began working as a direct care substitute and has also been a children’s case manager, SSA, and program manager. Marni attended Elgin High School and graduated magna cum laude from The Ohio State University, with a bachelor’s degree in psychology.
| Jessica Trainer
Jessica Trainer has been the Director of Human Resources for the Marion County Board of Developmental Disabilities since joining the agency in 2005. Her responsibilities include oversight of all human resources functions, as well as health and safety programs. She also leads the organization’s public relations efforts.
Prior to joining the agency, Jessica was an administrative fellow for New Albany Surgical Hospital. She has a bachelor’s degree in business administration and a master’s degree in labor and human resources, both from The Ohio State University.
